《國家智庫報告：海上絲綢之路調研報告（英文版）》分為三個層次，即：第1層次，是針對“起點”的國內相關問題研究，主要就福建等沿海地區如何推進“一帶一路”倡議提出政策建議；第二層次，是針對“支點”扥境外問題研究，探討中國與東盟如何在21世紀海上絲綢之路展開合作的路徑與策略；第三層次，結合福建和東盟有關國家的調研分析，對與“一帶一路”對中國經濟與世界經濟的影響、沿線國投資及其所面臨的國家風險防範等其他相關問題，進行廣泛而深入的研判。

As the above mentioned，the current world economy is facing therisk of secular stagnation，but strengthening infrastructure investmentintensity can be an important means of extricating it from secularstagnation.However，infrastructure investment helps promote economicgrowth，but there exists a'huge fund gap in infrastructure investmentworldwide，especially in Asia.At a time when extant multilateraldevelopment financial institutions （World Bank and Asian DevelopmentBank） can only offer very limited funding，the Chinese government—advanced Belt and Road Initiative and its dedication to provide newfinancing for infrastructure investment in the involved countries in themanner of multilateral cooperation will help ease funding shortages ofinfrastructure investment in Asia，promote the region's infrastructureinvestment and thus attain the purpose of boosting the economic growthof these countries and even global economic growth.In this sense，theimplementation of the Belt and Road Initiative will help drive worldeconomic growth.
