由國家海洋局第一海洋研究所著的《海洋創新指
數試評估報告(2014)(英文版)》在參考經濟合作與發
展組織（OECD）及美國等發達國家和國際組織科技統
計指標體繫的基礎上，借鋻《國家創新指數報告2014
》中關於國家創新指數的評價方法，從海洋創新環境
、海洋創新投入、海洋創新產出、海洋創新績效四個
方面構建了國家海洋創新指數的指標體繫，本著以相
對指標為主、絕對指標為輔的原則，選取4個分指數
，20個指標，力求通過指標評價和數據分析來客觀地
評估我國的國家海洋創新能力和區域海洋創新能力，
切實反映我國海洋創新的質量和效率。
